Subprogram 3: Network Science Park Planning

 

Objectives

1. Plan and promote the establishment of the network science park service environment

Plan the network science park for e-learning according to the national e-learning project of the National Science Council. Construct a network science park on the Internet. The science park will include all kinds of service centers. By establishing these service centers, the effects of industry clustering, professional clustering, technology clustering, capital clustering, and market clustering will be achieved. Furthermore, we will reach the short-term objective; balance the domestic e-learning system for demand and supply; the mid-term objective; making the competitive advantage in domestic e-learning industry; and the long-term objective, attaining the world-class competitive advantage in the e-learning industry.

2. Foster an outsourcing management for the "Application Service Center" of the science park, and provide services.

In order to encourage enterprises/industries to quickly participate in constructing learning networks, to save on the initial cost of the facilities for constructing the platforms of enterprises/industries, to solve the problems about system management and maintenance, and to decrease the obstacles for e-learning participation, the science park provides e-learning platforms and materials through an application service center. However, in the current situation of low demands and small market scales, the development of e-learning industries relies on government support. Consequently, an outsourcing management team for the "Application Service Center" of the science park will be selected this year in order to continue providing services to existing clients and to attract new operators to use the services offered.

3. Control, coordinate and integrate the work details and schedules of the seven programs.

The e-learning industry project promoted and developed by the Industrial Development Bureau includes seven programs. Among them, the e-learning network science park is the center of the whole project. We will Control, integrate, and coordinate each program with each other, so that each one develops towards a common goal. We will pay attention to avoid losing focus due to conflicts between subprograms.

 

Task Items

1. Layout the network science park and complete a blueprint of the basic structure. Constructing a network science park is an innovative idea. To analyze domestic and international documents and environment one must follow three steps: RFI, RFC and RFP. Through work team meetings, layout team meetings, and industrial conferences, a collection of opinions from different fields will be gathered to construct a basic structure of the e-learning science park. Through the promotion of the service centers of the science park, creating demands for industries, and constructing learning networks. We will strengthen supplies for enterprises to increase the productivity and competitiveness of the e-learning industry.

2. Settle methods for occupation of the network science park, along with procedures for offering special treatment. Research methods for park entry and tax incentives, along with weighting standards. Also, convene small group meetings among park workers and park planners to have a discussion and raise suggestions, and together build up the development of digital online learning.

3. Put into practice the first-stage research plans for the “International Cooperation Center”, “Teaching Materials Exchange Center”, and “Teaching Materials Research Center.” According to the established mechanisms and service contents for each of the park’s service centers, conduct discussions of technical, economic, and social feasibility, and convene conferences among academics, experts, and industrialists so as to broaden all forms of advice and cause a common understanding to take shape, in order to benefit next year’s implementation of external management.

4. Assist and evaluate the accomplishments of the “Practical Service Center” and settle future development directions and strategies. Convene domestic and foreign academics and experts and park management service teams and park utilization offices, in order to point out the park development, implement evaluations of last year’s management service accomplishments, and settle future development directions and strategies. Encourage academic cooperation, industrial alliances, and common product development and park management services. Also, implement examination and evaluation for researching methods of reform, according to: users’ satisfaction rates, learning platform functions, minimum industrial operating standards, and minimum industrial standards for yearly examinations in operation, management, and quality.

5. Establish a Study Entrance Center, a Knowledge Management Center, and a Quality Service Center, and provide services. The Study Entrance Center’s establishment will not only have commercial opportunity, but can also gather industrial education information and record users’ study information, in order to promote the development of the digital learning industry. The establishment of the Knowledge Management Center, though not having an obvious form for commercial management, would nevertheless be able to take the development of supportable digital learning inquiries, add the stimulus of technical service, and thus provide trial service. And the Quality Service Center, though in the beginning having no obvious commercial opportunities, would be very important to the improvement of the quality of industry service, and complement previously promoted services.

6. Promote and harmonize related organizations’ usage of park-provided services. We will solicit comments and attract related offices of domestic and foreign industry and government, utilize park services and minimize users’ initial investments in platform establishment, as well as the costs of system management and protection. Also, carry on broadening conferences and activities, to assist park industry in attracting users.

7. Carry on overall planning, harmonization, and control. In order to enable all sections of the project to promote the development of the digital science park with a common effort, we will take the core project workers to settle the implementation structure of each section, in order to aid the organization of resources; also, through occasionally convened networking activities, special project meetings, and work oversight meetings, we will promote a spirit of cooperation and interaction. Besides this, we will also write every kind of presentation and report for oversight usage by relevant offices.
