1: Enterprise e-Learning Promotion
Objectives
1. Analyze the needs and opportunities of the industries that use
e-learning.
The program will conduct investigations for e-learning on the status quo and the
needs of the companies based on the top 1000 manufacturing industries and two
kinds of key industries. Through investigations of the status quo and the needs
of the companies, the key factors, such as the on-the-ground considerations,
potential needs, and problems of using e-learning, will be understood. In
addition to providing the e-learning operators market opportunities and
strategies for overcoming the obstacles of using e-learning, the investigation
is also an important reference and resource for establishing standards and
promoting activities.
2. Foster e-learning activities in major industries/companies.
Fostering e-learning activities in domestic manufacturing industries and
technology service industries, is expected to accelerate the tempo of companies
leveraging e-learning, enhance the competitiveness of an enterprise
knowledge-based economy, and develop the e-learning industry by raising
diversified activities, establishing e-learning communities, and provide
companies resources and information.
3. Enlarge results of e-learning and execute e-learning plan.
Taking advantage of all subprograms’ accomplishments to encourage fostering
enterprise e-learning. Collect the newest plan execution data and periodically
change exhibition content so that the whole society would benefit from it and
everyone is on the same page.
4. Set up demonstration points of e-learning center, propagate e-learning to
all people.
E-learning is not limited by time or space. There are plenty of resources that
users can easily get through the Internet. There are no problems (such as
requiring textbooks) which other traditional teaching methods may have. The
establishment of demonstration points for an e-learning center would serve well
for people who do not have easy Internet access elsewhere.
Task Items
1. Survey
Analyze the status quo of the application of e-learning in the top 1000
manufacturing industry enterprises. The governments in most countries use the
percentage of achievement of the top 1000 enterprises as the statistical
standard of an advanced index to promote policies. Therefore, this subprogram
is planned to conduct investigations for participating in e-learning for the
status quo of the top 1000 manufacturing industries from year 2002 to 2004. On
one hand, the investigation can be a reference for national advanced indices in
e-learning domestically and used to contrast of the status quo of Taiwan with
Europe and America. On the other hand, it can respond to the e-learning
industry to indirectly determine the needs of potential customers and
enterprises and to provide market opportunities.
This subprogram will conduct an in-depth investigation into the status quo and
the needs of the two key industries that are promoted in 2003, based on market
analysis executed by the industrial learning networks subprogram. On one hand,
the analysis can focus on the target industries and establish successful models
to apply in promotion activities. On the other hand, it can provide feedback to
the industries and help management teams explore market opportunities.
2. Hold all kinds of e-learning promotion activities.
After realizing the status quo of participating in e-learning of domestic
enterprises, sequential and constant promotion activities are needed to raise
an enterprise's will to participate in e-learning. We will lower the threshold,
remove the obstacles, and accelerate the integration speed. This subprogram is
planned to integrate the power and resources of communities to encourage
enterprises to participate in e-learning through the promotional activities
listed below:

Efficiently use local resources and any other available resources and try to
maintain low cost.

The Successful Model Examination Activity’s survey results for 2003 reveals
that the Successful Model Examination Activity is in the greatest demand by
domestic enterprises, and that this project item can be matched with the
successful models dug up through the industrial learning web, and assist in its
further promotion, first, to attain expansion effects for the project results,
and second, to attract more enterprises to invest in digital learning.

Carry out the Yearly HR personnel interaction activity to encourage
enterprises’ entry into digital learning, and as enterprises’ internal HR or
administrative office personnel occupy critical positions, it should be
possible to well-manage related personnel’s interaction and exchange.
3. Promote e-learning site—establish the users group.
To add functionalities to the main e-learning site; to promote the establishment
of e-learning users group; to provide the channel for participating users to
communicate to each other and therefore make the site more powerful.
4. Update the content exhibited in the exhibition room prepared
for “the Program of E-Learning Industry Promotion and Development”
Periodically update the exhibition content and the presentation of the display
to reflect the continuing development of the program. “Pushing Hands” magazine
will be published and delivered to relevant person or places.
5. Hold a results presentation & seminar for the year.
This event is planned to organize the contents and the operational results of
each program, and to hold a joint results presentation & seminar. It will
expand the scale of the presentation and seminar by resource organizing and
whole image packaging, to achieve mutual promotion, highlighting of success,
and networking.
6. Establish e-learning demonstration center
Combine government and local capability together using existing resources such
as museums, churches, local activities centers, and internet bars as teaching
and learning sites and at the same time establish e-learning centers to provide
users with a high quality learning environment.
