Project Objectives
In order to realize the tasks in the
National E-Learning Technology Project, the Project of Promoting and Developing
E-Learning Industries is expected to complete three major tasks in five years.
These tasks include constructing a network science park, constructing
industrial learning networks, and enhance international competitiveness of
e-learning industries. Thus, the construction of e-learning environment and the
development of e-learning industries will be realized. According to the three
major tasks, the overall objectives for the "Project of Promoting and
Developing E-Learning Industries" are as follows:

Construct a network science
park.

Have 100 related enterprises settled
in 5 years.

Generate 15 billion dollars in
revenue within the first 5 years.
Simulate the successful
construction of domestic science park. Use the network to create industry
cluster, professional cluster, creativity cluster, technology cluster, capital
cluster, and one-stop government. Thus, operators will have a good environment
for investment and research. Also, market information will be easily obtainable
and the customers access to these channel will be readily available.

Construct industrial learning
networks.

Construct a knowledge-based
industrial e-learning mechanism, which forms the core competitiveness for
enterprises in a knowledge-based economy.

Construct 60 industrial or
enterprises demonstrating learning networks in 5 years.

Construct national industrial
learning networks in 5 years.
Use national resources as tools for
creativity needs in order to help enterprises and industries develop industrial
learning networks. In addition to enhancing knowledge and competitiveness of
the industries and building successful cases, constructing industrial learning
networks will help domestic manufacturers to quickly grow and compete with
international manufacturers.

competitiveness of e-learning industries.

Range as the third place in the
outsourcing market of the Asia-Pacific region.

Three manufacturers with
international competitiveness.
Restricted in the domestic market,
the manufacturer scales are small. No professional collaborative systems have
yet been implemented. Introducing technology and experience from other
countries and developing core professional technology ability are needed in
advance. Cooperate with big overseas manufacturers, in order to engage the
international market and enhance international competitiveness of domestic
e-learning industries.
This project determines an overall structure according to the objectives above
(as Figure 1.1 shown). The main task is to construct learning networks in order
to develop a network science park. Therefore, the idea of all subprojects is to
integrate sources and activate the network science park.

Major tasks for each subproject are as follows:

Subproject of internal business
e-learning: promote e-learning for enterprise applications. Accelerate the
expansion of e-learning efficiency.

Subproject of training for
professionals: develop innovative network teaching model. Accelerate the
training for information-related professionals. Raise the quality of
professionals.

Subproject of network science park
planning: construct a network science park. Create a good environment for
developing e-learning.

Subproject of constructing
industrial learning networks: construct industrial learning networks. Create
e-learning market. Enhance knowledge and competitiveness of
industries/enterprises.

Subproject of guidance in learning
industries: guide e-learning-related industries. Foster the formation of the
industrial collaborative system and the value chain. Strengthen the
international competitiveness of e-learning.

Subproject of constructing and
expanding prospective technology networks: Plan the prospective high-tech
network. Accelerate the training process for professionals in newly emerging
high-tech industries, and foster the development of high-tech industries.

Subproject of industry policies and
training for professionals: Constitute the policies and laws beneficial to the
development of e-learning industry. Train e-learning professionals. Foster the
development of e-learning industry.
The project is carried out based on the ideas of being
sponsored by learning networks, activating the network science park,
integrating resources, and servicing members in the science park. Figure 1.2
shown below illustrates the correlations between each subproject and the
science park.
